I have a workflow that I want a specific user to be able to manage.  The "Blasting Off With Workflows" documentation mentions:

On the workflow entry screens you may have noticed a Manage link next to the right of the workflow name. You’ll only see this link if you have Edit access to the workflow type.

I've assigned this user View, Edit and Administrate rights for both the Workflow itself and its parent Category but without success.  Assigning them Rock Admin rights does the trick but that's a little overkill.  Any idea what I'm missing here?
