If the initial server is local, can the Server data be transferred to a cloud server after development?
Can data from an existing database (in our case MSAccess) be imported?

We've heard of people doing things such as that (moving/copying a database to a local computer, performing an update, and then moving/copying it back to their remote cloud server afterwards). Regarding importing data from an existing database, you can look at this related question and your best bet is still to look at NewSpring's Excavator project which is still being used successfully by others for import projects.
